Delhi households can now register only an electric vehicle as their third private car. Additionally, under the Delhi Electric Vehicles Policy 2.0, the city might completely stop registering fossil-fuel-powered three-wheelers starting in August of this year, and no non-electric two-wheelers will be permitted to register starting in August of 2026, according to a report by Hindustan Times. According to the report, the strategy will now be presented to the cabinet after receiving preliminary approval from Delhi Transport Minister Pankaj Kumar Singh. Citing officials, the Hindustan Times reported, “The new policy has some bold targets aimed at ensuring EV transition in every vehicle segment. In some categories, we hope that we will be able to achieve 100% of new vehicles being registered as EVs in Delhi. We have also developed strategies around how this will be done,” a senior transport official, not wishing to be named, said. According to the copy of policy obtained by HT, registration of two-wheelers powered by gasoline, diesel, or CNG would be prohibited starting in August 2026. During the policy term, all CNG autorickshaws older than ten years will have to be replaced or modified with electric autorickshaws for the three-wheeler category. In a city where internal combustion engine (ICE) vehicles are one of the largest home sources of pollution, experts referred to the decision as "progressive" and suggested it could accelerate the shift to electric vehicles. Citing another official, the HT reported, “According to the proposed policy, no CNG autorickshaw or three-wheeler goods carrier registration will be allowed after August 2025 and no CNG auto permits will be renewed from August 2025. All such permits will be substituted or reissued as only e-auto permits.” In addition, the policy also makes compulsory for the garbage collection vehicle of Municipal Corporation of Delhi (MCD), Delhi Jal Board (DJB) and other civic agencies to be EVs by 2027. To ensure charging infrastructure in every five kilometers, over 13,200 charging stations are proposed to be established across the city, ensuring a station every five kilometres. Meanwhile, only 10% of the 48,000 charging stations that were supposed to be installed by 2026 under the prior guideline have been installed. According to the report of the HT, the policy's primary goal, according to officials, is to guarantee that 95% of newly registered cars in Delhi would be electric by 2027 and 98% by 2030. The prior policy only achieved 13–14% of the 25% new registrations that were expected by 2024. Citing officials, the report added that the previous policy was set to be updated in 2023, and based on progress, they might decide to update it by 2027. Moreover, the government is gradually expanding Delhi's fleet of e-buses, and more buses have been purchased, bringing the total fleet to about 3,000 by the end of the year, according to some transport officials.&nbsp; Information provided by the Ministry of Road Transport and Highways and the Transport Department underlines that a total of 9.77 two-wheelers have been registered in Delhi, with 7,552, 34,581, 37,477, and 31,339 electric two-wheelers registered between 2021 and 2024, HT reported. Experts stated that since Delhi has outpaced the advantages of switching to CNG vehicles, a vigorous policy push is now needed.

The Japanese company Mitsubishi Chemical Group has expressed interest in joining India's supply chain for the semiconductor and electric vehicles industries. Manabu Chikumoto, president and CEO of Mitsubishi Chemical Group, stated during an interactive session of the Bengal Chamber of Commerce and Industry, on Wednesday, that efforts are underway to establish a project that will serve the nation's semiconductor and electric vehicle supply chain link. Chikumoto said that&nbsp; Mitsubishi and a few partners are looking for opportunities to visit this area to grow their business. It will be a part of the supply chain connecting the EV and semiconductor industries, he added. According to Chikumoto, the team hasn't decided where to locate the suggested project. Citing Chikumoto, PTI reported, "the Indian government is very keen to boost the semiconductor industry in the country. For the proposed project, we need some support from the Centre and the local government of the state where it will be located.” Before Purnendu Chatterjee's TCG acquired the West Bengal businesses, Chikumoto was the managing director of MCC PTA India (now MCPI) from 2012 to 2015. The MCPI plant is situated in West Bengal's Haldia. "We had faced hard times then and received help from the state, central government, financial institutions and other stakeholders to come out of the problem. After transfer to TCG, MCPI expanded its business,” the report added. MCPI is a manufacturer of purified terephthalic acid (PTA), which is used to make PET resins for use in bottles. According to Chikumoto, the Mitsubishi Chemical Group's new management plan will prioritize green technology and carbon neutralization. According to Chatterjee, plastics are durable and less expensive, and there should be ways to recycle them. However, he says, there is currently no plan to replace polymers.

Tata Motors and Jaguar Land Rover (JLR) are facing a deadlock due to difficulties in achieving the desired price-quality mix for locally sourced components, which has led to the suspension of JLR’s EV production plans in India. The goal of Jaguar Land Rover's (JLR) and Tata Motors' EV plan was to develop synergies that would have benefited both companies by sharing production facilities, parts, and technology. However, according to the Rush Lane report, JLR may have halted its plans to produce EVs for international markets in India due to supplier side problems. According to Rush Lane, JLR was planned to manufacture its new EVs for international markets at Tata's soon-to-be Tamil Nadu manufacturing plant. JLR's Electrified Modular Architecture (EMA) platform was to serve as the foundation for these EVs. This factory was supposed to produce about 70,000 JLR EVs. The Avinya, Tata's next luxury EV line, was also supposed to use the same base and a number of the same parts. In the first phase, Tata aimed to create about 25,000 EVs. In September of last year, development on this new Tata facility began with an investment requirement of Rs 9,000 crore. When fully operational in the next five to seven years, the production capacity is targeted at 2.5 lakh units annually. The factory will also be used by Tata to produce its other automobiles. However, according to a Reuters story, JLR has temporarily halted its negotiations with suppliers. The main cause is the dearth of providers who might meet JLR's expectations for the ideal price-quality ratio, the report added. Rush Lane further highlighted that in November, JLR conducted a meeting to inform local suppliers of its component needs and anticipated costs. For the parts required for JLR's next EVs, suppliers were asked to submit pricing bids. According to the report, all conversations have been halted since that meeting. In response to questions, Tata Motors recently told Reuters that their production plans at the new facility will be in line with JLR's and Tata's objectives and market demands. To benefit both companies, decisions will be made about model selection and launch schedules. Whether the Avinya project will be delayed or not is not certain yet as the deadlock of finding the right EV components and at the right cost may be a temporary issue or may demand a strategy shift, Rush Lane added.

However, the Orignal Equipment Manufacturers (OEMs) have to fulfil the scheme’s localization norms to enjoy the benefit of the government’s scheme.&nbsp;&nbsp; According to the corporate affairs ministry, all three companies were found to have violated the FAME 2 phased manufacturing program (PMP) standards in order to receive subsidies of ₹297 crore.&nbsp; Mandating the localisation norms for EV OEMs, PMP guidelines give a list of vehicle components that are allowed to be imported, and the time period in which these imports should be phased out.&nbsp; According to the ministry, SFIO investigations showed that several parts that were prohibited by the PMP rules were either directly or indirectly imported from China. There was no quick response to emails sent to Okinawa Autotech and Navin Munjal, managing director of Hero Electric. No one could be reached for comment from Benling India. The update comes after the Ministry of Heavy Industries took proceedings against these corporations for two years. In 2022, MHI began pursuing EV manufacturers who were allegedly violating PMP regulations and sought reimbursement for the subsidies they had been given. In total, 13 companies were being investigated by the ministry including AMO Mobility, Okinawa Autotech, Benling India, Lohia Auto and Hero Electric. Within a few months, AMO Mobility, Greaves Electric Mobility, and Revolt—three of these six automakers—returned the subsidies along with interest.&nbsp; Benling, Okinawa, and Hero Electric, however, did not return the subsidy funds. According to a report by the Economic Times citing government sources, Hero Electric made an attempt to pay the debt with MHI in October of this year while the company's request was being considered.

According to Gadkari, these benefits give EVs a major edge over petrol and diesel vehicles.&nbsp; Gadkari said that the demand for subsidies is no longer justified and highlighted the concern about India’s dependence on fossil fuel imports.&nbsp; It is to be noted that Gadkari has denied any possibility of imposing extra taxes on petrol and diesel vehicles. Instead, according to him, the government of India is trying to focus on bolstering EV use, especially in the public transport domain. "Electric buses can play a major role in reducing fossil fuel dependence and pollution levels," Gadkari stated. Gadkari also announced the government's plans to introduce intercity electric buses shortly, which will help reduce fossil fuel imports. He admitted that, while India's fossil fuel economy is massive, the transition to electric cars will help to reduce its size over time. The minister also emphasised India's promotion to the world's third-biggest vehicle manufacturer, predicting that with expanded EV manufacturing and domestic demand, the nation may become the largest exporter of lithium-ion batteries over the next five years.
