Startup Stairs, AVPL, and Victory International Join Forces to Revolutionize India’s EV Charging and Skilling Ecosystem

 In a landmark move for India’s green mobility sector, Gurugram based Startup Stairs, AITMC Ventures Limited (AVPL), and Victory Electric Vehicles International Limited have announced a strategic partnership. This collaboration aims to build a comprehensive, nationwide ecosystem that integrates EV charging infrastructure, domestic manufacturing, and a unique "skill to income" entrepreneurship model.

Anchoring "Aatmanirbhar Bharat" Through Domestic Manufacturing

A primary pillar of this initiative is the domestic production of EV components. Manufacturing for AC/DC EV chargers, high capacity batteries, and allied components will be executed in phases at AVPL’s Future Tech Park in Sisai, Hisar.

By localizing production, the partnership directly supports the Government of India’s Make in India vision, reducing dependency on imports and ensuring that the infrastructure is tailor made for Indian conditions. Victory International will spearhead the technical design and quality systems, while AVPL provides the manufacturing backbone.

Empowering Youth: 70 ITIs Identified for EV Skilling

To address the critical shortage of trained technicians in the electric vehicle sector, the partners are evaluating the establishment of specialized EV training centres across 70 Industrial Training Institutes (ITIs) and allied facilities nationwide.

  • Industry-Aligned Curriculum: Training will focus on EV service, maintenance, and charging infrastructure deployment.

  • Practical Exposure: AVPL will utilize its existing Centres of Excellence to provide hands on experience, ensuring the workforce is job ready from day one.

The Skill to Income Model: Franchise Led Entrepreneurship

The partnership introduces a structured pathway for first generation entrepreneurs. Upon completing their training, candidates can opt into a franchise led ecosystem designed to foster self employment.

Investment Opportunities in the EV Sector

The initiative is evaluating two primary investment tiers for its franchise models, aimed at making business ownership accessible. “AVPL, we believe skilling must translate directly into employment," said Dr. Preet Sandhu, Founder and MD of AVPL. "We are creating structured skill to income pathways that enable youth to build sustainable ventures in EV charging."

Phased Rollout for Scalability

The collaboration will begin with pilot programs in selected regions to test regional demand and scalability. Following successful proof of concept stages, the partners plan a rapid expansion to cover major transit corridors and semi urban hubs across India.

Mr. Sanjay Poply, MD of Victory International, emphasized the economic impact: "By integrating ITI based training with real business opportunities, we aim to accelerate India’s electric mobility transition and create sustainable livelihood pathways at scale."
