Delhi to Ban New Petrol Two-Wheeler Registrations from 2028: New EV Draft Policy Revealed

The Delhi government has officially released the Draft Electric Vehicle (EV) Policy 2026-2030, signaling a major shift in the national capital’s transport landscape. The most striking proposal in the roadmap is a complete ban on the registration of new petrol powered two wheelers starting April 1, 2028.

This draft policy, issued by the Transport Department’s EV Cell, aims to drastically reduce vehicular emissions and cement Delhi’s position as India’s EV capital.

Strict Timelines for ICE Phase-Out

The government has proposed a phased approach to transition away from Internal Combustion Engine (ICE) vehicles:

  • Commercial Aggregators: From January 1, 2026, no new petrol or diesel vehicles can be added to aggregator fleets (delivery and ride-hailing). Existing BS6 vehicles must be replaced by December 31, 2026.

  • Three-Wheelers: Only electric three wheelers will be permitted for new registration from January 1, 2027.

  • Two-Wheelers: The registration of new petrol motorcycles and scooters will cease entirely on April 1, 2028.

Delhi EV Subsidies and Incentives

To ease the financial burden on consumers, the policy introduces a tiered incentive structure linked to battery capacity, aligning with the central government’s PM E-DRIVE scheme.

For electric two-wheelers priced under ₹2.25 lakh, the subsidy will be:

  • Year 1: ₹10,000 per kWh (Maximum ₹30,000)

  • Year 2: ₹6,600 per kWh (Maximum ₹20,000)

  • Year 3: ₹3,300 per kWh (Maximum ₹10,000)

Additionally, EVs priced under ₹30 lakh will enjoy a 100% exemption on road tax and registration fees, while strong hybrids are proposed to receive a 50% road tax waiver until March 2030.

Scrappage Incentives and Infrastructure

The draft also encourages the removal of older, polluting vehicles. Owners scrapping BS4 or older vehicles can avail of incentives:

To support the growing number of EVs, Delhi Transco Limited (DTL) has been named the nodal agency for charging infrastructure. The policy mandates that all vehicle dealerships in Delhi must install dedicated charging points for customers.
